Committees, Boards and Commissions
The City has a number of committees, boards and commissions that make recommendations to City Council or City administrative staff. Some of these groups are ongoing and established by law. Others are ad hoc, which means they are specific to a project and short-term.

- Arts, Beautification, and Culture Commission
Active 2002-2018
Purpose: to make recommendations on the appropriate role for the City of Bend to take in supporting Art, Beautification and Culture. - Charter Review Committee
Active 2017
Purpose: Propose a City Charter amendment to voters for placing a measure on the ballot for a directly elected mayor, consider a ward system, provide a recommendation on removing all council pay from charter to be set by ordinance. - Citywide Transportation Advisory Committee
Active 2018-2020
Purpose: The Citywide Transportation Advisory Committee (CTAC) provided recommendations related to the updates of the Transportation System Plan (TSP) and Metropolitan Transportation Plan (MTP). - Climate Action Steering Committee
Active – 2018-2019
Purpose: To develop and recommend The Bend Community Climate Action Plan, which guides the City and the community in pursuit of the goals to reduce fossil fuel use by 40% by 2030 and by 70% by 2050 as established in Resolution 3044. - Council Compensation Committee
Purpose: Per Ordinance established in 2018, A Council Compensation is appointed every 5 years to review and re-evaluate Council Compensation. A Council Compensation Committee last reviewed and evaluated in 2023. - Downtown Parking Advisory Committee
Established 2017
Purpose: Assisted in implementing the strategies outlines in the Downtown Strategic Plan, adopted on June 7, 2017. - Downtown Parking Stakeholder Advisory Committee
Established 2015
Purpose: provided the primary policy recommendations for development code changes, municipal code changes, and capital improvement program changes to implement the recommendations from the Downtown Parking Plan. - Emergency Homelessness Task Force
Active 2021-2022
Purpose: the City of Bend, Deschutes County and local housing and houselessness experts and stakeholders met as an ad hoc committee to develop a draft Strategic Plan to Prevent and End Houselessness in Deschutes County. - Juniper Ridge Management Advisory Board
Active 2019-2020
Purpose: Developed an in-depth plan to implement the Juniper Ridge vision and framework plan. - Neighborhood Leadership Alliance
Active 2018-2023
Neighborhood Leadership Alliance membership consisted of one member representing each of the 13 recognized Neighborhood Districts in Bend. - Southeast Area Plan Advisory Committee
Active 2018-2020
Purpose: The Southeast Area Plan Advisory Committee (SEAPAC) provided a forum for community input on the development of the Southeast Expansion Area Plan, provided feedback to the project team on project progress and the products developed for City Council adoption, and will make recommendations to the Planning Commission and City Council. - SE Bend Septic to Sewer Advisory Committee

Purpose: To develop project policy and financial strategies for a sewer system in the SE Expansion area. - Sounding Board to House Our Neighbors
Active 2021
Purpose: The Sounding Board to House our Neighbors was a City Manager appointed committee that helped City staff develop a strategy to allow varying types of shelter and transitional housing Citywide. - Tree Regulation Update Committee
- Urban Renewal Advisory Board
Active 2018-2020
Purpose: Established by the Bend Urban Renewal Agency to provide feedback and input on the development of an Urban Renewal Feasibility Study for the central area of Bend.
Council Subcommittees
In order to efficiently provide preliminary policy guidance to staff, Council Subcommittees assess the effectiveness of advisory boards to respond to items of community interest.
Committee Membership
An effective committee is comprised of individuals who have skills appropriate to the needs of the particular group. Appointed volunteers are considered public officials. Unless explicitly authorized by statute, ordinance, or other formal action of the City Council, the authority of the committee is limited to making recommendations to the City Council.
Each group is staffed by a City of Bend employee liaison who will provide necessary administrative staff support.
Stipends
The City of Bend offers a stipend program for City advisory board, committee and commission voting members who choose to participate. The intent is to expand opportunities for community members to connect with the City and lower barriers to engagement. The program will provide members of City advisory boards, committees and commissions with a stipend of $40 per meeting, not to exceed $500 per person annually. This stipend covers assumed costs of volunteering on an advisory group such as travel, parking, stable internet connection and other expenses. Please note, non-voting members, alternate members, and Bend Metropolitan Planning Organization Budget Committee members are not eligible for the stipend.
Additional Information
Council members are assigned as liaison to the committees or other bodies that advise the Council.
A chair and vice-chair will be elected by motion annually at the first meeting in each calendar year. All meetings shall be subject to the requirements of Oregon Public Meeting Law. A majority of the voting members shall constitute a quorum for the conduct of business and the concurrence of a majority of those members present and voting shall be required to decide any matter. These meetings are an opportunity for public involvement in the discussion of issues relating to that particular board, committee, or commission.
Except for the Budget Committee, each committee shall report on its activities at least annually.
