IMPORTANT UPDATE - Nov 12, 2025
- New Roundabout - The roundabout construction at the intersection of Bear Creek and Pettigrew/Purcell is complete. However, a private developer will require additional work on the Bear Creek and Purcell in spring 2026. Link to the Weekly Traffic Report and subscribe to receive traffic updates.
- Shared Use Path - Work continues through summer of 2026 to complete the sidewalk and bike lane improvements. Some periodic lane closures will be required during construction.
We're making changes to Bear Creek Road and 27th Street to make it safer to walk, bike, roll and drive.

This project aims to improve safety and connectivity by creating safer bike and pedestrian routes and constructing a roundabout at a high-crash intersection. Additionally, the project is leveraging the opportunity to simultaneously make upgrades to the water and sewer systems, which will improve infrastructure reliability.

Location and Detour
The project will construct a new roundabout at the intersection of Bear Creek Road, Pettigrew Road, and Purcell Boulevard, share use paths on the north side of Bear Creek Road and west side of 27th Street and will connect Larkspur and Coyner trails.
Schedule
Summer through Winter 2024:
- Further develop the design and details of selected improvements
- Utility coordination
- Right-of-way acquisition
Spring 2025 through Fall 2026:
- Construction in two phases:
- Phase 1 June 2, 2025, through October 2025 for underground utility work and roundabout construction
- Phase 2 Through early Summer of 2026 for sidewalk and bike lane improvements.

Key Definitions
- Shared Use Path: A type of trail or sidewalk providing off-road routes for a variety of users. The primary users of shared use paths are bicyclists and pedestrians, including pedestrians using mobility devices such as manual or motorized wheelchairs.
- Buffered Bike Lane: A typical bicycle lane paired with a designated buffer space separating the bicycle lane from the adjacent motor vehicle travel lane (NACTO Urban Bikeway Design Guide, 2014).
- Enhanced Crossing: An enhanced crossing typically includes a marked crosswalk with one or more of the following safety features: a pedestrian refuge island, pedestrian crossing signage, and a streetlight to improve safety.
Public Meetings
Background
Bear Creek Road and 27th Street were previously identified in the City’s community-driven TSP update undertaken between 2018- 2020 as key walking and bicycling routes. The TSP and the Transportation Safety Action Plan identified the Bear Creek Road, Pettigrew Road and Purcell Boulevard intersection as a high crash rate area needing a roundabout to address these safety concerns. The TSP was adopted by Bend City Council and projects from the TSP were included in the transportation general obligation (GO) bond passed by Bend voters in November 2020. In 2021, this project was highly prioritized by the Transportation Bond Oversight Committee.
Funding
This Project is primarily funded by the Transportation General Obligation (GO) Bond approved by voters in 2020 for $12.8 million, which includes $1.4 million that is allocated for water and sewer upgrades.
