90-DAY NOTICE OF CONSIDERATION OF TRANSPORTATION SYSTEM DEVELOPMENT CHARGE METHODOLOGY
The City will hold a public hearing on October 7, 2026, at the City Council meeting that begins at 6:00 p.m., regarding the proposed adoption of a supplemental SDC methodology and schedule of charges. The City of Bend Council will conduct this meeting virtually through Zoom and in person at the Bend City Hall, Council Chambers, 710 NW Wall Street, Bend, Oregon. To observe this meeting, livestreaming will be available at bendoregon.gov/councilagenda.
If adopted, the proposed supplemental transportation SDC is presently planned to go into effect for all applicable permits applied for on or after October 7, 2026. The supplemental SDC will apply only to new development served by the transportation improvements in the Southeast Area. See attached map for applicable area.
The methodology and calculation of the potential charges will be available for review no later than August 7, 2026 (at least 60 days prior to the public hearing) at the following location: Bend City Hall, 710 NW Wall Street Bend, Oregon. The report will also be posted on this website bendoregon.gov/engineering.

By working collaboratively with the community and other City departments, it develops comprehensive long-term master plans for the City’s Water, Sewer, Stormwater, and Transportation systems and subsequently ensures that projects are designed and constructed in alignment with the Standards and Specifications, approved master plans, Transportation System Plan, and City Council directive.

Master Plans
Master Plans are long-term guides used by the City of Bend to meet the demands of the future including growth and development. They assess the condition and capacity of the City’s Water, Sewer, and Stormwater systems, consider land use plans, housing, industry, transportation, and environmental protection, aiming to ensure proper maintenance, prepare for anticipated growth, protect resources, set priorities, and estimate future costs for infrastructure. Master Plans are created with public input to reflect community values and needs.
Standards and Specifications
The City of Bend Design Standards and Construction Specifications outline the design criteria and construction standards for all public infrastructure in Bend. These standards apply to both City Capital Improvement Projects (CIP) and private development projects.
Right of Way Code
The Right-of-Way code applies to any current or future entity that provides a utility service and/or uses infrastructure in the right-of-way, whether or not the entity owns the infrastructure in the right-of-way. These entities include companies providing water, sewer, electric, natural gas, cable or telecommunications services. Resellers and voice over IP providers are also subject to the code.
