Understanding the Permit Process

1Free Pre-Application Meeting [Optional]

We offer free pre-application meetings for complex land use applications or for applicants who are unfamiliar with the land use process. In these meetings we will provide high-level feedback and discuss street layouts, utilities and safety related topics like access roads and turnarounds.

The following items are required to schedule a pre-app meeting:

  •  Project narrative and/or specific questions for our staff
  • Conceptual site plan
  • Building elevations (if applicable)
  • Phasing plan (if applicable)
  • Tentative land division plan (if applicable)

3Commercial, Mixed Use and Apartment Pre-Submittal Meeting

Commercial Pre-Submittal Meetings are a key step in the building plan review and permitting process for commercial, mixed use and apartment complex projects. This meeting helps ensure your project is on the right track from the start, making the overall process smoother and more efficient.

Here’s what you can expect:

  1. Project Overview: We’ll start by talking about your project. This includes proposed construction and occupancy timeframes, project milestones, phasing and deferred submittals.
  2. Code Review: Our team will review the building and fire codes that may be applicable to the project. The meeting will include Building, Planning and Engineering Division representatives.
  3. Application Requirements: We’ll go over the documents and information you need to submit with your building permit application. This includes site plans, architectural drawings, and other necessary materials. 
  4. Process and Timeline: We’ll explain the steps in the permit review process and give you an estimated timeline for each phase. This helps you know what to expect and plan accordingly. 
  5. Questions and Clarifications: This is your chance to ask any questions and get clarifications on the process, requirements, or any other concerns you might have. Please prepare those in advance to upload to the Pre-submittal meeting application.
  6. Next Steps: Finally, we’ll outline the next steps you need to take to move forward with your project, including any additional meetings or approvals that may be required.

Fees:

Fees assessed for your project include a combination of permitting fees and system development charges (SDCs). The permitting fees associated with your project depend on many factors. Refer to the latest fee schedule for an outline of all permitting fees.

System Development Charge (SDC) Estimate

System Development Charges are fees that pay for the infrastructure needed to accommodate growth in our city. They are not only determined using our SDC fee schedule but are also based on any previous use of the site or other circumstances that could lead to higher or lower fees than expected.

For this reason, we highly encourage getting an SDC estimate for your project. This estimate will determine if any SDC credits are available on the development site and what SDC charges will be assessed based on the current SDC fee schedule.

Before applying for a SDC estimate, please fill out a SDC Supplemental Application. This will be submitted along with your SDC Estimate application.

4Permit Application

Before submitting your permit application, gather all required documents. Please utilize the following documents to ensure all necessary files and information are included with your application:

5Plan Review

After your application has been submitted and fees paid, we will review your application and plans to ensure they meet all building codes and regulations.

6Permit Issuance

Once your plans are approved, you’ll receive your permit(s). Make sure to keep these on-site during construction. Prior to issuance, your permit-level fees will need to be paid.

7Inspections

Once permits are issued, you can begin the work. Schedule inspections at various stages of construction to ensure that the project meets all building codes and safety standards.

To schedule an inspection, use our Online Permit Center Portal:

  1. Under My Items, click to expand My Building Permit, Permanent Sign & SDC Estimate Applications.
  2. Select your project.
  3. Click Request Inspection.
  4. Select the date you would like the inspection.
  5. Finish the remaining steps and submit your inspection request.

8Final Approval

After passing all inspections, your permit will be closed, and you can be assured you are in full compliance with all regulations.

This process ensures that all construction and development in Bend meets safety and regulatory standards.
