Stormwater Reports & Regulations
Stormwater discharge is regulated by multiple levels of government, requiring the City of Bend to obtain permits and submit detailed annual reports. The information provided covers our stormwater management efforts, including permits, plans, annual reports, water quality monitoring and additional resources.
Stormwater Permits
The City of Bend has two permits from the Oregon Department of Environmental Quality (DEQ) for stormwater discharge. One permit covers discharges into the river, while the other covers discharges into groundwater. These permits are required by the Federal Clean Water Act and the Federal Safe Drinking Water Act.
Integrated Stormwater Management Program Document
The Integrated Stormwater Management Program Document explains how the City will carry out the necessary actions for its two stormwater permits from the Oregon Department of Environmental Quality (DEQ). DEQ requires, reviews, and approves this plan.
Stormwater Master Plan
The Stormwater Master Plan outlines the strategy for managing stormwater in various areas of the city. It includes recommendations for stormwater infrastructure improvements over the next 20 years. A new Stormwater Master Plan is currently being developed.
Stormwater Annual Reports
The City of Bend must submit annual stormwater reports to the Oregon Department of Environmental Quality by November 1 each year. These reports cover information for the fiscal year, which runs from July 1 to June 30.

River Water Quality Monitoring
Each year, the City monitors water quality in Tumalo Creek and the Deschutes River at 12 different locations. This data helps improve understanding of water quality over time and guides management and policy decisions.
