Risk and Emergency Management identifies and prepares for the most significant threats that could impact our city and the people who live, work, and play here.
We team up with other city departments, outside partners, and community members to help make the city safer. Our goal is to be ready for emergencies, reduce the chances of harm, and recover quickly if something does happen.
Risk Management
Risk Management is here to help take care of the people, financial resources, and property that belong to the City of Bend. We work to support the whole community by helping everyone understand and manage risks, so we can protect and strengthen the city’s resources.
Our team works closely with city departments and employees to spot possible risks and reduce the chances of problems. By staying connected with what’s happening across the city, we create programs that fit the city’s unique needs and help us use public funds wisely.
We also give tools and support to departments and staff so they can handle risks before they become bigger issues. By listening to employees and learning about their challenges, we build risk management plans that really work for them.
Some examples of the work we do include:
- Job hazard analysis.
- Project or program analysis, such as moving critical assets like the water services lab or trying out new activities such as digester cleaning.
- Introducing new equipment designed to reduce repetitive injuries, such as a lift assist.
- Identifying and evaluating insurance requirements for special projects and contractors.
Risk Management Claims
The City of Bend manages liability, workers’ compensation, and unemployment claims to support both the community and city employees. Filing a claim is straightforward, and the city investigates each one carefully to determine responsibility. The city also works to keep employees safe and helps them recover if they’re injured on the job. Unemployment benefits are handled through the State of Oregon for those who qualify.

Emergency Management
Emergency Management’s focus is to help reduce the damage disasters can cause by getting ready ahead of time, working to prevent problems, and finding ways to lessen their impact. We also focus on making sure the City of Bend can respond quickly and recover quickly when something does happen.
Every person in Bend plays a part in making our community stronger and more prepared for emergencies. The City collaborates with the community to plan for disasters We team up with government agencies, local businesses, and community groups to create plans for how to respond, reduce harm, and recover after a disaster.

Emergency Management Plans
The City of Bend uses several emergency management plans to keep the community safe. These include the Emergency Operations Plan for disaster response, the Natural Hazard Mitigation Plan to reduce risks, and the Community Wildfire Protection Plan to address wildfire threats. Each plan is updated regularly and created with input from local agencies and the community to make sure Bend is prepared and resilient.
Hazards
Bend is at risk from several natural and human-caused hazards that could affect the community’s safety and property. To help reduce these risks, the city provides information on each major hazard and follows a county-wide plan that outlines steps to prepare for and respond to disasters.
