Separate from the Stormwater Master Plan, the City's revised Integrated Stormwater Management Plan addresses in detail the City's stormwater quality issues and provides methods to manage the pollutants that are carried by stormwater. The purpose of the Integrated Stormwater Management Plan is to meet federal clean water requirements for both the Deschutes River and groundwater through Bend and to protect the quality of Bend's water resources. The Integrated Stormwater Management Plan - 2006 underwent public review and was adopted by City Council in December 2006.
The Integrated Stormwater Management Plan consists of several components required by federal law and is a part of the NPDES Phase II Stormwater Permit. These include actions to keep the public informed and involved, to reduce the amounts of pollutants from homes and businesses to the storm drain system, to improve municipal operations, and to lessen the impacts of development on water quality. The plan also addresses drinking water protection areas and underground injection controls.

As the City came to the end of its first integrated Stormwater Management planning period, the City created a new proposed Integrated Stormwater Management Plan 2022 to cover stormwater quality activities through June 2023. This plan has been accepted by the Oregon Department of Environmental Quality for its Water Pollution Control Facility (WPCF) permit for underground injection controls. It is still being considered by DEQ as part of NPDES Phase II Stormwater permit reissuance. During this period as the City gets under an administratively extended NPDES Phase II permit and the WPCF permit for its underground injection controls, the City continues to implement both Integrated Stormwater Management Plans. A revised draft incorporating public comments has been submitted to DEQ for review and approval.
