The City, with the assistance of the Extra Strength Charge Advisory Group, adopted a new program in Spring 2014 with charges in effect beginning July 1, 2015. The program revision process and advisory group document archives are featured below.

Extra Strength Charge Advisory Group Archives 

In May of 2012, the City Council suspended the existing Extra Strength Charge (ESC) and directed staff to work with members of the business community to revise the 30+ year old program. The ESC Group was formed. They worked with city staff and reviewed the existing ESC program then made recommendations for program improvements to City Council. The City Council adopted a new program in Spring 2014.
