The Oregon Transportation and Growth Management Program (TGM) provides local governments with funding for planning projects that lead to more livable, economically vital, transportation-efficient, sustainable, pedestrian-friendly communities.  The grant awarded to the Bend MPO will be used to update the long-range transit plans for the City of Bend Transportation System Plan (TSP) and the MPO Metropolitan Transportation Plan.

Background

Over the past decade, the Bend area has ranked as one of the fastest growing communities in the state of Oregon, with a current population of 90,000 residents (BMPO area estimate) according to Portland State University estimates. The Bend area has an estimated long-range population of approximately 130,000 residents.

The area’s rapid population growth and rates of development dictate the need to think strategically about how the MPO and City plan for and accommodate public transportation. The Public Transportation Plan document will serve as a component of the overall land use and transportation planning process:

  • The Plan will become a component of the BMPO Metropolitan Transportation Plan
  • The Plan will be a companion to the City of Bend Comprehensive Plan, and consulted during land use planning actions and decisions; and
  • The Plan will become a component of the City of Bend Transportation System Plan

Bend Area Transit 2005, Dial a RideThe project will entail development of a Bend Area Public Transportation Plan (PTP), along with development of estimated costs for implementation. The overarching project goal is to ensure that improvements necessary to accommodate future public transportation services are pre-located years in advance of implementation and become an integral part of the local planning process.

The plan will address existing conditions and services, commuter needs, and incorporate the development of transit amenities that will make any future transit system accessible, convenient, coordinated, and user-friendly for residents.

Goals for the Public Transportation Plan include:

  1. Prepare for future community growth, and economic and demographic change. The City of Bend currently benefits from the existence of fixed route service and complementary paratransit service, and community-connector shuttles. This plan will enable a strategic approach to meeting land use, infrastructure, and funding requirements, thereby enhancing system efficiency and effectiveness.
  2. Identify the conditions and thresholds that will support the expansion of fixed route transit. These conditions may include community-wide and/or neighborhood population densities, demographic composition, fuel prices, political feasibility, availability of funding, and/or other factors.
  3. Completion of a broad, flexible public transportation plan. The plan will include service hours, route corridors, route headways, transit stop locations, and facilities for interconnecting to regional public transportation systems. The plan should be flexible to allow for unforeseen future community conditions.
  4. Plan for future ADA compliance issues. Identify necessary steps and conditions to ensure compliance with the Americans with Disabilities Act, and a plan to implement ADA accommodations.
  5. Identify partnership opportunities. There are multiple public transportation providers in the Central Oregon region, businesses with workforce transportation needs, and organizations that represent populations that rely on public transportation for personal mobility. Engage these entities to ensure an efficient, affordable and reliable transit service can be developed and maintained.
