Multi-Family and Commercial Rebates
City of Bend Water Services customers living in multi-family buildings, multiplexes with five or more units, and commercial properties are eligible for rebates on indoor and outdoor water-efficient devices.
To ensure our water sources remain sustainable, we can help you identify areas for water savings and acquire highly efficient WaterSense and Energy Star labeled devices to save water and energy.
How to Apply
- Check Eligibility: Confirm you are a current City of Bend Water Services customer and review the retrofit requirements.
- Complete the Application: Fill out the Rebate Application, including a W-9 tax form.
- If your site has multiple water accounts, include each account where devices are proposed.
- Get Confirmation: You’ll receive a confirmation email once your application has been reviewed. Incomplete or unsigned applications can’t be processed.
- Schedule Pre-Installation Inspection: Use the link in the confirmation email to schedule a pre-installation inspection.
- Attend Pre-Installation Inspection: During this inspection, the location and quantity of existing devices will be documented. Use the provided checklist to prepare.
- Receive Pre-Inspection Report: You’ll get a report with conditional approval to proceed, detailing the type, location, and quantity of devices.
- Purchase and Install Devices: Buy and set up the qualifying devices.
- You have up to 90 days from receiving conditional approval to schedule a post-installation inspection.
- Notify Water Conservation Staff: After installation, email the Water Conservation staff with copies of itemized receipts that specify the purchase date, price, manufacturer, model number, and quantity of devices.
- Schedule Post-Installation Inspection: You’ll receive a confirmation email and can schedule the post-installation inspection using the provided link.
- Outdoor rebate post-inspections must be scheduled by October 15 to accommodate the end of the irrigation season.
- Attend Post-Installation Inspection: This inspection will verify the installed devices and grant final approval. Use the checklist to prepare.
- If rebate requirements aren’t met, the rebate may not be approved.
- Receive Your Rebate: You’ll get a rebate check within 60 days of final approval.

You can combine device quantities to receive a total rebate of up to $4,000 per City of Bend water account.

Applicant Eligibility
- Eligible rebate devices must replace an existing device (i.e., retrofit); rebates cannot be applied to new construction.
- Property must receive water service from the City of Bend; sewer-only customers are not eligible.
- If the property is owned by someone other than the water account holder, approval should be sought prior to any retrofits.
- The account address must be a Multi-Family Residential customer with five or more units.
- Applications must be submitted by the water account holder, and the water account must be in good standing.
- Applicant must submit a complete application including all supporting documents and/or tax forms; incomplete, incorrect, or unsigned applications cannot be processed.
- The qualifying appliances must remain at the installation site for a minimum of 3+ years after installation.
- Qualifying devices must be purchased within 90 days of requesting the post-inspection.
- Post-inspection must be scheduled within 90 days of receiving conditional approval; applications that exceed timelines and do not notify staff prior to the deadline will be deemed void.
- Appliances must be purchased new, installed and fully functional; recycled or second-hand products do not qualify for a rebate.
- Qualifying applicants may submit one application per product type per year.
- Applications must provide proof of purchase receipt(s) from a retailer or plumbing company that specifies the purchase date, purchase price, manufacturer, and model number.
- Rebates cover the cost of qualifying products, excluding tax, delivery, and labor; the total rebate cannot exceed the product purchase amount.
- An application does not guarantee funding; funding is dependent upon a completed project that meets the program requirements.
- Projects must have application received, products installed, and inspections completed within the program timeline of April 1 to October 31; post-inspections must be scheduled by October 15.
- The sprinkler system to be retrofitted must be in good working order (i.e., free from leaks and malfunctions).
- Sprinkler systems must have a properly installed, functioning backflow prevention device.
- All sprinkler system products must be purchased new to qualify for a rebate; recycled or second-hand products do not qualify for a rebate.
- Once the rebated retrofits to the sprinkler system are installed, the system must not produce run-off, over-spray, or misting, in accordance with City Codes 14.20.030 and 14.20.050.
- High-efficiency products may not be rebated to replace previously retrofitted and rebated high-efficiency products.
- Qualifying applicants may submit one application per product type per year.
