Industrial Pretreatment Regulations and Permitting

Approved by the Oregon Department of Environmental Quality, this program oversees National Pretreatment Standards as outlined in the Federal Clean Water Act.

The City of Bend Sewer Use Ordinance, along with federal and state laws, sets clear guidelines for issuing permits for wastewater discharge from industrial facilities. A facility might need a discharge permit if it performs certain processes defined by federal laws, discharges more than 25,000 gallons of wastewater per day, or poses a risk to our wastewater infrastructure or public health.

The program conducts inspections, surveys, and sampling to ensure that pollutants and wastewater levels stay within safe limits for our City’s infrastructure. This includes annual reporting to the Oregon Department of Environmental Quality and regular reviews of our City’s wastewater capacity for both domestic and commercial users.

The City uses the same legal statutes for the mandated program to regulate less significant and non-categorical discharges into the public sewer system. Federal regulations require the City to have legal enforcement authority to ensure that all aspects of the pretreatment program can be carried out. The City has specific legislative powers under Oregon law to support this.

If you are an existing permit holder with an expiring permit, please complete and submit the Discharge Permit Renewal Form below at least 90 days before your permit expiration date.
