Bend Transportation Safety Action Plan (TSAP)

Transportation Safety Action Plans (TSAPs) provide long-term goals, policies, and strategies as well as near-term actions to eliminate deaths and life-changing injuries on Oregon’s transportation system. TSAPs serve as unifying frameworks for transportation safety planning in Central Oregon.

Bend TSAP Update 2026

The Bend TSAP was adopted in 2019. Work to update the plan is scheduled to begin in fall 2025, with completion expected in spring 2027. This will be a collaborative project that involves a Bend TSAP Project Advisory Committee (PAC), which is comprised of the full BMPO Technical Advisory Committee (TAC) and additional members representing several local agencies. Project collaboration will also involve the BMPO Policy Board, City Council, City of Bend staff, BMPO staff, and consultants. The project will be coordinated with the Deschutes County TSAP update, which is concurrently underway. The Oregon Department of Transportation (ODOT) TSAP is also in the process of being updated.

Study Areas

The Bend TSAP focuses on the area within the Bend urban growth boundary (UGB). The Deschutes County TSAP focuses on the area of the county that is outside the Bend UGB, including the BMPO areas located outside the Bend UGB. Between both plans, all areas within the BMPO boundary are addressed.

Meetings & Public Engagement

There will be opportunities for public engagement throughout the update process. Presentations and discussions will be scheduled at specific public Bend TSAP PAC meetings and BMPO Policy Board meetings. Staff will also provide information at some public events. Meeting and event dates will be listed below, as identified and/or updated.
