Public Participation Plan

The intent of the plan is to provide a documented process for providing the public and others with reasonable opportunities to be involved in the BMPO planning process. Engaging the public and specific population groups can often be challenging for MPOs, due to a number of factors. This plan helps mitigate this challenge by serving as a guide to ensure there are opportunities to be involved in major planning, programming, and project decisions of the BMPO. Beyond efforts to push information out to the public, the plan encompasses strategies and activities that seek to provide opportunities to enable involvement of all populations in BMPO planning and decision-making processes.

Title VI Plan and Annual Reports

You have the right to be treated fairly in the transportation planning process. Federal law prohibits discrimination under Title VI of the Civil Rights Act of 1964, referred to as “Title Six”. The BMPO is committed to ensuring that the work we do is fair and meets the requirements of Title VI.

The BMPO produces demographic maps to assist with transportation planning efforts. The following interactive map displays seven demographic datasets, which are sourced from the 2023 American Community Survey (ACS) 5-year estimate data.

Discrimination Complaint?

If you believe that you have been treated unfairly, you may file a written complaint with the BMPO. Complaints may be filed by any person who believes that he or she has been excluded from participation in, been denied the benefits of, or otherwise subjected to discrimination under any BMPO service, program, or activity, and believes the discrimination is based upon race, color, national origin, gender, age, disability, economic status, or limited English proficiency. Written complaints will be investigated.
