Awbrey Butte Waterline Improvement Project
This project provides water distribution system upgrades to the Awbrey Butte area with eight interrelated water improvement subprojects and a portion of the adjacent Portland Avenue Improvements.
Project Schedule
The project design and construction was completed in phases. The schedule below will be updated as more information becomes available and is subject to change.
This project uses an alternative delivery method known as Progressive Design-Build, which means some of the design will overlap with portions of construction throughout the project.
Individual properties in the construction area may not be impacted for the entire duration of the construction schedules presented below.

Subprojects 4 and 5
Traffic delays are expected. Local access and access for emergency vehicles will be provided.
SUBPROJECT 1 – COMPLETE
Awbrey Road & Portland Avenue. 2,410 feet of new 8-inch pipe and upsized pipe in along portions of NW Awbrey Road, Vicksburg Avenue, NW Utica Avenue, and NW Second Street near Portland Avenue. (see map below)
SUBPROJECT 3 – COMPLETE
Quincy Avenue Upsize. Upsize 540 feet of existing 6-inch pipe to 8-inch pipe on Quincy Avenue to connect 8-inch pipe to west and 10-inch pipe to east in 12th Street.
SUBPROJECT 4
Awbrey Reservoir Outlet Transmission Upsize. 320 feet of new upsized 24-inch pipe outlet from Awbrey Reservoir outlet to match 24-inch in Ninth Street.
SUBPROJECT 5 – COMPLETE
Awbrey Butte Pipe Distribution Improvements. Replace 2,260 feet of existing 24-inch pipe along Ninth Street between NW Newport Avenue and Awbrey Reservoir.
SUBPROJECT 6 – COMPLETE
Glassow Drive Looping. 380 feet of new 8-inch pipe connecting Glassow Drive and Rimrock Road near College Reservoir #1.

Subproject 2: Awbrey Road Waterline Improvements
Mid-January 2024 through Spring 2025
Portland Avenue and Bridge
The first stage of waterline improvements on the Portland Avenue Bridge concluded in mid-March 2024. Short periods of franchise utility work, asphalt, and concrete restoration work are anticipated periodically through spring 2025.
Stage 2 and 3 improvements will begin in November 2024.

Subproject 2 waterline improvements include replacement and/or upsize 3,500 feet of existing water pipe along portions of Portland Avenue and bridge between NW Ninth Street and NW Wall Street.
A portion of the Portland Avenue Improvements (NW Ninth Street to the bridge) and select stormwater improvements are being constructed as part of Subproject 2 to optimize synergy opportunities.
What is Right-of-Way (ROW)?
A public right-of-way is how the public travels within the City limits. Land within the right-of-way may be used for public streets, sidewalks, curbs, alleys, portions of driveways, public and private utilities, etc. Right-of-way width varies by location and often extends well into what appears to be private property.
Right-of-way is also where utilities run their lines, including power, water, sewer, cable, telephone, and fiber optic. Additionally, the City has utilities such as water, sewer, and stormwater located within the right-of-way. Water meters for individual properties owned and maintained by the City are located outside the roadway and sidewalks and are usually placed in landscaping within the right-of-way.
Permanent utility easements may also exist within private property and can be obtained through a title report. Property owners are responsible for clearing obstructions in the right-of-way. These include overgrown private trees, plants, shrubs, grass, or vegetation extending from their front door to the curb. [Chapter 3.30, Bend Municipal Code]. Additionally, property owners are responsible to clear snow from sidewalks adjacent to their property [Chapter 5.35.020, Bend Municipal Code].

There are some selective opportunities for stormwater improvements that will be adjacent to the waterline improvements.
