Overview
The Juniper Ridge Urban Renewal Plan, adopted in 2005, and amended in 2019, has a duration of thirty years. The overall purpose of the Plan is to use the tools provided by TIF/Urban Renewal to overcome obstacles to new development and ensure the highest and best use of the properties within the Area. The maximum amount of indebtedness – amount of tax increment financing for projects and programs – that may be issued for the Plan is $41,250,000.

Land Development
Situated in the northeastern part of Bend, the 500-acre Juniper Ridge Overlay Zone is designated for industrial and employment development.
Development Assistance
The Juniper Ridge Development Assistance program by the Bend Urban Renewal Agency (BURA) supports commercial and industrial projects within the Juniper Ridge Urban Renewal Area. Eligible activities include property acquisition and infrastructure development, while public building projects and general government expenses are ineligible. Projects must align with the goals of the Juniper Ridge Urban Renewal Plan, such as supporting employment and improving transportation. Recipients must comply with regulations, maintain records, and enter into a Development Agreement with BURA.
