As identified previously by the community and a safety study, the Neff and Purcell intersection and its surrounding streets are one of the highest priority areas of the City needing safety improvements. The existing traffic signal at the Neff and Purcell intersection is regularly over-capacity and needs replacement. With its proximity to the St. Charles Medical Center and multiple schools, increasing the capacity of this intersection is a priority for the City. In addition to capacity upgrades, the intersection needs sidewalks along the north side of Neff Road, where gaps currently exist.
8/21/19 New Signal Design Chosen as Preferred Alternative
City staff presented City Council with both a roundabout and a signal option for improving the Neff Road and Purcell Boulevard intersection. The decision was made based on implementation cost, safety, constructability, capacity, and right-of-way impacts.
10/29/19 Open House for Public Input on Signal Alternatives
City staff held an open house to provide information on the project and to solicit feedback from the public on two options for the signal design. You can find the figures shared during this open house here.
10/31/20 Project Design Complete
The design for the project will be completed well ahead of the construction bid date to ensure right-of-way acquisition and utility coordination efforts can be completed in a timely manner.
12/31/20 Right-of-way Acquisition Complete
Significant land acquisitions are required to complete the improvements at this intersection. The land acquisitions will begin in early 2020 and will wrap up by the end of the year.
12/31/20 Franchise Utility Relocation Complete
Franchise utilities that conflict with the proposed design will be coordinated with and relocated before the end of 2020.
Spring 2021 Construction Begins
The project will be bid out in early 2021, and construction will be completed during the 2021 calendar year.
