The Neff/Purcell Sewer Line Segment connects the Southeast Interceptor (SEI) to the existing sewer collection system.


This segment runs in Neff Road from Medical Center Drive to Purcell Blvd, and in Purcell Blvd to the north, and then west to Moody Park. Completion of this link allows the Southeast Interceptor to be put in service. The added service that the SEI provides includes:

  • Relief to capacity issues in southwest, southeast, northeast, and central areas in Bend
  • The ability to decommission up to 24 sewer pump stations
  • Creates availability of gravity sewer service to a significant number of unsewered properties

SEI is an underground 30-inch gravity sewerline that will convey wastewater to the Plant Interceptor pipe in northeast Bend, which flows to the Water Reclamation Facility. Construction of the SEI is divided into several phases and schedules.


August 2017 through April 2018 (Updated 10/3/17)

Beginning Monday, October 9, the northbound lane on Purcell Boulevard from Neff Road to Full Moon Drive will close for two to three months. During construction, vehicles will be able to travel southbound on Purcell but parking will be restricted on Purcell within the work area to accommodate southbound traffic. Please drive carefully in this area and follow posted detour routes. The best access to the hospital will be off Neff Road at Williamson Court or Medical Center Drive.

Purcell Blvd detour route map. To access Purcell Blvd north of Neff Rd, travel north on 27th St, then turn westbound on Wells Acres Rd to Daggett Ln, then turn south on Daggett Ln to Full Moon Dr. Follow Full Moon Dr to Purcell Blvd.


Work will continue intermittently out of the roadway from Moody Park to Purcell Blvd. (behind the Deschutes Children's Foundation, Horizon House, Sage View, Aspen Glen, and Cliff Drive). Please be aware of trucks entering and exiting Daggett Lane to access the work site. While it is our goal to minimize impacts to the community, properties immediately adjacent to the work site may experience some construction dust and noise.

Additionally, please respect posted construction work areas and do not use the unofficial goat path from Moody Park to Purcell. This is for your safety and for the safety of the construction crews completing their work.

Walking Route to Ensworth School. Stay on the west side of Purcell Blvd and Full Moon Dr. Cross Daggett Ln at the intersection with Full Moon Dr. For your safety, please stay on paved sidewalks and avoid construction work zones.
