Phase II – Segment 2 Notice of Construction
North Interceptor Sewer Line Project – Notice of Construction and Virtual Open House – Phase II (Juniper Ridge)
Construction of Phase II of the North Interceptor Sewer Line Project is anticipated to begin in your area in June 2020 with an expected completion date of Spring 2022. Construction may not be continuous during this entire duration of time, however the City-owned Juniper Ridge property will remain an active construction zone until completion of the project. The City and its contractors will continue to communicate construction impacts throughout the life of the project. What to expect during construction:
Initial construction work will begin June 1st and includes mobilizing equipment, clearing and removing vegetation, and preparatory excavation work in the southeast corner of the property.
The Juniper Ridge Construction Zone (as shown on the map on the second page of this notice) will be closed to all unauthorized access on June 22nd and the larger construction work will commence at this time, including drilling and blasting, rock excavation, on-site material processing, installation of sewer pipe, and surface restoration.
Scheduled work hours are Monday-Friday from 7 a.m. – 6 p.m. with the possibility of extended hours and days depending on work requirements.
Blasting notices for affected private properties will be distributed not later than 48 hours prior to blasting. Structures within 300 feet of blasting will be inspected before and after blasting. More information is available upon request, and will be provided to affected property owners.

The North Interceptor Sewer Line Project is a large diameter gravity sewer pipe that provides additional capacity to the City’s existing sewer infrastructure, replaces portions of existing sewer infrastructure in need of repair, and gives the City the ability to decommission several regional pump stations on the north side of the City, which reduces future ongoing operational costs. The overall map above shows the three phases of the project.
Phase II of the project runs from the North Unit Main Canal near Pioneer Loop, through the City-owned Juniper Ridge property and across Hwy 97 to Clausen Road. Construction specifically in the Juniper Ridge area is shown on the more detailed map on the back of this notice. Please note that the “Juniper Ridge Construction Zone” will be closed to all unauthorized access during construction. This is for the safety of everyone. Open House Information
In light of restrictions on public gatherings, the City of Bend invites you to attend a virtual open house, beginning Wednesday, May 27, 2020. This virtual open house is a platform for you to interact remotely with the City and its contractors. It will feature virtual exhibits and provide the opportunity to:
