14th Street and General Obligation Bond Project Completion
The City invites media, neighbors and area businesses to join in celebrating the completion of the 14th Street corridor improvement project at 3:30 p.m. on Friday, Oct. 19, 2018, in the parking lot at Parrilla Grill (635 NW 14th Street).

The 14th Street Reconstruction Project is the eighth and final project funded by the voter approved transportation improvement general obligation bond. The bond initially identified the project limits between Simpson and Galveston, however City Council approved the extension for design to Newport Ave (north), and Donovan Ave (south). Funding has been allocated for Simpson to Albany (Zone 2), Albany to Galveston (Zone 3) and Newport to Galveston (Zone 4), to be constructed between April and October 2018.

PROJECT BACKGROUND
In 2016 project team staff presented a GO Bond program update to City Council, requesting authority to proceed with the 14th Street Reconstruction Project, this is the eighth and final GO Bond project. Staff also proposed the extension of project limits due to lacking connectivity, sub-par infrastructure condition, transit planning efforts, recent development, updated City planning efforts, etc. City council provided authority during the January 20, 2016 meeting and requested staff present 30% level design and estimates upon completion.
Project limits extended north and south to include the following roadway segments:
- NW 14th Street (NW Galveston Avenue to NW Newport Avenue)
- SW Century Drive (SW Colorado Avenue to SW Simpson Avenue)
Project team staff presented the 30% design and project estimates to City council during the December 7, 2016 meeting. The presentation and council discussion focused on existing conditions, proposed improvements, class 4 estimates( feasibility/study phase), funding, and next steps. Next steps outlined a proposal to finalize design and outlined the estimated design fee range, schedule and funding sources. City Council voiced support for continuing to final design for the entire length of the corridor, SW Colorado Ave to NW Newport Ave. Project team staff informed City Council that they would return with a contract amendment, including scope and fee, to complete the design.
PROJECT GOALS AND OBJECTIVES
Project goals for the 14th Street improvements have been identified below:
- Increase safety and mobility for all users and create an environment for walking, biking and transit use.
- Improve accessibility by removing or providing clearance from obstructions in the sidewalk.
- Improvements result in a more complete street with the CWP preferred land use scenario. The CWP land use scenario proposes a mixed use land use form that is projected to increase walking, biking, and transit trips thereby reducing vehicle miles traveled.
ZONE 1 - Colorado to Simpson (in Phase II of the construction schedule)
The proposed Zone 1 typical section extends from the intersection of SW Colorado Avenue to SW Simpson Avenue. The depiction of the typical section includes a three lane section with two way turn lane, 2 - 11 foot travel lanes, 2 - 7 foot buffered bike lanes, planter strips, and a 8 to 10 foot sidewalk on each side of the corridor. ZONE 2 - Simpson to Albany (in Phase I of the construction schedule)
The proposed Zone 2 typical section extends from the intersection of SW Simpson Avenue to NW Albany Ave. The depiction of the typical section includes a three lane section with two way turn lane, 2 – 10.5 foot travel lanes, 2 - 7 foot buffered bike lanes, planter strips, and a 8 to 10 foot sidewalk on each side of the corridor.
ZONE 3 - Albany to Galveston (in Phase II of the construction schedule)
The proposed Zone 3 typical section extends from the intersection of NW Albany Avenue to NW Galveston Avenue.
