The City of Bend requires that all businesses have a Business Registration. The purpose of the program is to inform the City’s efforts to promote the health and expansion of Bend businesses. By tracking basic, accurate information about Bend’s businesses, City services are tailored to Bend’s unique business community assets and needs. The primary way that the City supports business growth in Bend is through the City’s Business Advocacy Program. The Business Advocacy program urges all City departments to incorporate private-sector concerns into everything that the departmental does. The ultimate goal is a city government that is constantly highlighting the strengths of and responding to the needs of its business community.

The Business Advocate along with the City’s Economic Development Advisory Board (BEDAB) sets the City’s economic development strategy. Working with key community partners like the Bend Chamber and EDCO (Economic Development for Central Oregon), the City supports the expansion of existing business and the growth and recruitment of new businesses.

The business registration fees are used to fund the business advocacy program within the City. The goal of the program is to use the revenue from the registration fees to fund programs that will benefit the Bend business community. 

Application Process:

The business registration application can be submitted in person at City Hall or mailed in with the business registration application fee of $50.00. Once received by the City Administration office, the permit will be reviewed and processed. Typically business registrations are issued within 7 to 10 days of submittal of a completed application form and payment.

What Defines A Business in Bend? 
All businesses that are defined as for-profit businesses under the U.S. Internal Revenue Service code are required to have a business license. Chapter 7.05 of the Bend Code provides more detail than what is summarized below: 
  • Insurance agencies, agents and producers of insurance are exempt by state law. 
  • Real estate agents, under state law, cannot be required to pay separately for a business registration to operate. However, real estate agencies are required to pay business registration fees. 
  • Professions such as hairdressers and medical care providers, who work in offices but are independent contractors, will be exempt from paying for a business registration. Each office must pay a fee. 
  • An exemption to the Special Event Permit vendor fee is available for those vendors possessing current City of Bend Business Registrations. Please call our office if you have any questions. 
  • Service businesses operated by those younger than 18, such as a lawn-mowing business, lemonade stands or newspaper delivery businesses, are not required to have a business registration. 
  • Any business that physically conducts business inside the City of Bend, whether or not it has a physical structure in Bend, is required to have a business registration, including delivery and repair businesses. 
  • Internet businesses and home-based businesses physically located in Bend also are required to get a registration. 
What is a NAICS code?
The North American Industrial Classification System (NAICS) is the standard used by Federal statistical agencies in classifying business establishments for the purpose of collecting, analyzing, and publishing statistical data related to the U.S. business economy. It is a six digit code used to classify business establishments or classification for reporting purposes and is required on your business application form. Do Non-Profits Have to obtain a Business Registration?

Yes non-profits must obtain a business registration but are not required to pay the registration fee.

Renewals

Renewals are sent out in the second week of the renewal month with a Business Registration Renewal Coupon. For example, if your renewal is due April 30th your renewal will go out the first week of April. If your renewal has not been paid by the 30th, then you will be sent a second notice the following month. So, in our example, you will receive your second notice in May. If for some reason you did not receive a renewal notice, please use this business registration renewal form when you submit payment.

Businesses in Bend can renew their business registration on line. The renewal notices will include a personal identification number (PIN). The PIN number will allow each business to access the business registration database online to renew their annual registration or to update their business information. Change of Information
If there is any information that needs to be changed on your registration, such as a change of business name, address, or phone number, please use the Change of Information Form.  You can also update your business registration information online


Enforcement
Violation of any provision of the business registration ordinance shall be a class A Civil Infraction, subject to a fine not to exceed $500 per violation.
