City Council moves project
closer to construction
On April 18, 2012, the Bend City Council authorized a Guaranteed Maximum Price for construction of the intake facility and pipeline components of the Surface Water Improvement Project. Read more in the issue summary.

The City of Bend Surface Water Improvement Project will update and improve the surface water component of the City's dual-source system, allowing flow control to minimize environmental impacts, and providing residents continued access to high-quality drinking water.
The project consists of these primary components:
- Replacing failing pipelines with new pipes under existing roadways, including Forest Service Road 4603 and Skyliners Road.
- Adding features to the new pipeline to control the rate at which water is diverted from Bridge Creek and the timing of diversions. This will help keep more cold water in Bridge and Tumalo Creeks during temperature-critical months in late summer.
- Providing fish screening facilities at the intake site.
Future phases of the project may include building a treatment plant to filter water from Bridge Creek and meet new federal drinking water regulations and building a hydroelectric facility to generate renewable energy.
U.S. Forest Service opens additional public comment period for Environmental Assessment
The Deschutes National Forest will provide more time for review and comment on its Environmental Assessment for the City of Bend’s Surface Water Improvement Project. The U.S. Forest Service provided notice for the first 30 day public comment period in The Bulletin and also by letter and email earlier in March 2012. Because of the complexity of the analysis, a second 30 day public comment period will begin following the publication of a notice in The Bulletin on, or about, March 28, 2012.
